Effects of medicaid expansion on poverty disparities in health insurance coverage

Abstract Background More than 30 states have either expanded Medicaid or are actively considering expansion. The coverage gains from this policy well documented, however, the impacts of its increasing on poverty disparity unclear at national level. Method American Community Survey (2012–2018) was used to examine effects expansion in insurance for nonelderly adults United States. Differences-in-differences-in-differences design analyze trends uninsured rates by levels: (1) < 138 %, (2) 138–400 % and (3) > 400 federal level (FPL). Results Compared with 2012, 2018 decreased 10.75 6.42 1.11 FPL, respectively. From 2012 2018, FPL group continuously had lowest rate highest rate. ≥ groups, there a 2.54 reduction risk after among versus control states. After eliminating impact ACA market exchange premium subsidy, 3.18 decrease estimated. Conclusion Poverty improved However, population still higher being uninsured.
